In a large mixing bowl, combine the beef slices, minced garlic, chopped chili peppers, oregano, paprika, cayenne pepper, salt, and black pepper. Mix well to coat the beef with the spices. Let it marinate for at least 30 minutes.
Heat olive oil in a skillet over medium-high heat. Add the marinated beef and cook until browned on all sides, about 5-7 minutes. Remove the beef from the skillet and set aside.
In the same skillet, add the cauliflower florets and cook for 5 minutes, stirring occasionally, until slightly tender. Remove the cauliflower from the skillet and set aside.
In a separate pot, bring water to a boil. Add rice, butter, and salt. Reduce heat to low, cover, and simmer for 15-20 minutes or until the rice is cooked and the water is absorbed.
Return the beef to the skillet and add the cooked cauliflower. Cook for an additional 5 minutes to heat everything through.
Serve the spicy Mediterranean beef with garlic, chili-pepper, and cauliflower over a bed of cooked rice. Enjoy!
