1. Rinse the basmati rice under running water until the water runs clear. Soak the rice in water for 30 minutes.
2. Heat oil in a large pot over medium heat. Add cumin seeds and let them splutter.
3. Add sliced onions and cook until they turn golden brown.
4. Add diced potatoes and cook until they are slightly crispy on the edges.
5. Add diced tomatoes and cook until they are soft and mushy.
6. Add turmeric powder, red chili powder, garam masala, and salt. Mix well.
7. Drain the soaked rice and add it to the pot. Stir well to coat the rice with the spice mixture.
8. Add water and bring to a boil. Reduce heat to low, cover, and simmer for 20 minutes or until the rice is cooked and the water is absorbed.
9. Fluff the rice with a fork and garnish with fresh cilantro before serving.
10. Serve hot with a side of plain yogurt and cucumber salad.
