Add beef stew meat and brown on all sides, about 10 minutes.
Stir in dried chili flakes, chili paste, chili powder, and chia seeds. Cook for 2 minutes.
Add diced tomatoes and beef broth. Bring to a simmer, then cover and cook on low heat for 3 hours, stirring occasionally.
Season with salt and pepper to taste.
Serve French-style chili con carne over cooked rice or mashed potatoes.
